Even complex challenges can be successful at low cost and in relatively short time frames. For example, in 2002 the U.S. Defense Advanced Research Projects Agency (DARPA) presented an open challenge to a diffuse population of civilian groups to create autonomous vehicles that could navigate an obstacle course. The first iteration of this “Grand Challenge” in 2004 was fraught with failure. But groups learned from one another, and independently modified the wide variety of first-generation designs, selecting out poor performers and replicating successful components, resulting in high success in the second year which encouraged DARPA to issue yet more complex challenges in subsequent years. The most recent DARPA challenge (to find ten weather balloons scattered around the United States) was solved within a few hours by activating thousands of independent observers on the internet. 13

A decentralized organizational structure works because it allows organisms to deal with uncertainty. Uncertainty that is created by variation lies at the core of a wide range of security concerns. Organisms in nature actively exploit uncertainty and turn it to their advantage by creating uncertainty for their adversaries and reducing uncertainty for themselves. Predators create uncertainty by stalking from hidden vantage points, but when possible, prey reduce this uncertainty by vocally or behaviorally signaling the presence of predators – a strategy that both warns fellow prey about the threat and indicates to the predator that the element of uncertainty has been removed. To be effective the signaling must be directly tied to immediate threats. For example, ground squirrels will make vocal signals to bird and mammal predators (which can hear) but switch to “tail flagging” displays to deter snakes (which cannot hear), and will additionally heat their tails only when encountered by particular snakes (pit vipers) that can sense infrared signals. By contrast, when organisms in a community make constant alarm calls regardless of the immediacy of the threat they only increase uncertainty for other members of the group, who must waste resources determining if the alarm is true or false. 16 Analogously, the U.S. National Threat Advisory, which has remained at level “orange” for aviation since August 2006, 17 is not aimed at deterring a particular threat and does little to reduce uncertainty among innocent travelers. We can vastly increase the uncertainty for our adversaries by just doing a small amount of random things every day in our security procedures. spacewalk training

Train for weightlessness and conduct your own spacewalk in the microgravity simulator. You and your crew will work together in order to successfully complete a series of training challenges needed to set you on a path to Mars, all while in a frictionless environment. This training stage is for individuals or groups ages 10 and older. Trainees that are ages 10 - 17 will require a paying, participating adult.

Unlike other state-run exchanges, Connect for Health Colorado does not receive compensation from CMS for enrolling applicants in Medicaid, despite the fact that the exchange enrolled nearly 80,000 people in Medicaid during the 2015 open enrollment period (Medicaid enrollment continues year-round). CEO Kevin Patterson is working to change that, and hopes to secure millions of dollars in Medicaid reimbursements to supplement existing revenue sources for the exchange.

The four other state-run exchanges with similar enrollment totals all receive at least a third of their funding – and as much as more than half of their funding – from Medicaid. But Connect for Health Colorado doesn’t get any funding from Medicaid (and agents/brokers who enroll people in Medicaid through Connect for Health Colorado don’t receive any compensation, unlike other states).

The exchange can request reimbursement from CMS for expenses incurred to enroll people in Medicaid, and the 2016 revenue projection includes $2.5 million in recouped funds from CMS. That still pales in comparison with the $15 million to $29 million that other similarly-sized exchanges are reimbursed annually by Medicaid.

In July, Connect for Health Colorado released an enrollment update for 2015 with data through the end of June , and total effectuated enrollment stood at 138,502. But that included SHOP enrollments as well as people who purchased dental-only coverage. The report also includes the number of effectuated medical plan enrollments with and without premium subsidies and cost-sharing subsidies (74,583 with subsidies, and 59,617 without). These are medical-only plans, so adding the two amounts together, we get 134,200 people with in-force medical coverage through the exchange as of the end of June. Ninety percent of Colorado’s exchange enrollees picked nonprofit health plans in 2015: 40 percent chose Colorado HealthOP, the ACA-created CO-OP, 35 percent selected Kaiser Permanente, and 15 percent went with Rocky Mountain Health Plans. Kaiser got 46 percent of exchange enrollees in 2014, and auto-enrollment likely helped their retention, despite the fact that Colorado HealthOP offered the lowest rates in all but one of the rating areas in Colorado for 2015.

The projects are partly a way to make use of available space; harbor areas that were once used for shipping are now empty. In the 1970s, when the oil crisis shut down parts of the port, many workers were laid off and left the city. By the early 2000s, ports in Hong Kong, Shanghai, Singapore, and other Asian cities had overtaken Rotterdam in size. The port, while still huge, became a smaller part of the local economy. Because newer, massive container ships also couldn’t fit in the old harbor areas, commercial shipping started to consolidate on new areas of reclaimed land next to the sea. That left empty spaces that the city wanted to fill, and room for the inventive plans that are happening now.

“When the port activities moved, they left a very large inner city area which offers huge chances for redevelopment,” says Verhoeven. “Those areas are right in the city center–very strategic locations.”

As the city invested in redevelopment, one of its strategies is to focus on experimentation in new designs for climate change and sustainability–including the new floating infrastructure. On brownfields next to the water, the city has also started turning old industrial buildings into cleantech hubs. Former harbors are now city-driven innovation districts.

Throughout the city, the abundance of open space has also helped drive experimentation by giving creative people a cheap place to work. As the shipping industry moved, it left huge empty warehouses next to harbors throughout the city–places where entrepreneurs or designers could easily find affordable space to rent. After the last financial crisis, even more vacant space opened up.
